Can't make RAW photo 300 ppi or more

I have a RAW photo that I am trying to print on t shirts and the printing co said I need 300 ppi or higher. Even when choosing Custom -> Inches or just typing  300 ppi in the ppi spot, this pop-up appears stating "Resolution has to be between 1 and 240. Closest value used." What does this mean, and how do I get the ppi higher? I have version 8.0.

At first, the Length typing spot (in inches) could only stay at 4,247. I would keep inputting it and inputting it, as well as attempting alter the input section for ppi to 300, either method that pop-up window would show up . I finally just quit and restarted the program, put in the inches I needed, and I was able to lift the ppi to higher. Odd though.

I am not having issues with larger values. Can you post a screenshot of your export settings?
