Can't re-enable my top horizontal menu/toolbar

I've lost my top horizontal menu/toolbar.  Without it, I can't back out changes or even figure out how to exit the application.

Please advise.  Right-mouse clicking on the top bar does nothing.

Windows:  Windows 10 Home ; Version 21H2
