Can’t upload images to the cloud

Please share the system info of Lightroom from Help > System info > Copy & paste into your reply. 

Would you mind sharing the screenshot of the screen where the sync is stuck? 

Also, please log in to Lightroom Web (https://adobe.ly/41kQ9uO) and check if the images are correctly synced. 

You can figure out which files are stuck syncing by going to Preferences > Lightroom Sync, and the stuck files will usually be listed in the Sync Activity panel.
