Cannot click and drag the mouse in lightroom 4

i am using Light room 4 which does not have the radial tool 

when i try to click on the picture it just zooms out and i am unable to draw an eliptical circle so i can apply filters to blur the background

so in short my cursor is in zoom  and i cannot click to drag

please help with steps to do this

Lightroom v4.4 (as would v4) certainly does have the Radial Gradient Tool-

Confirm you Version of Lightroom by posting the top 10 lines of the report from MENU > Help > System Info...

Lr4 from 2012 did not have the Radial Gradient- just use the Brush to paint adjustments.

That screenshot is from the "original" LR4, which does not have the radial filter (I think it was first added in LR5).
