Cannot open Lighroom Cloud or Photoshop due to cannot write files to temp

installed Adobe Creative Cloud, Lightroom Cloud and Photoshop on my desktop. When I try to open it from within Adobe Creative I get this message: Lightroom cannot start because it cannot create files in temporary file location "C\Users\steve2\AppData\Local\Temp\*." I have over 500 gb space, using windows 10, I am admin user
