Cant access or upload photos on to light room when offline

I assume you are using Lightroom, not Lightroom Classic. You need to be online to use Lightroom because Lightroom stores your photos in a cloud. If you know you will be offline, you can set up an album to store photos locally so you can work when you are offline.

Sorry that you cannot edit or upload images in Lightroom when offline. 

What type of device are you working with? Desktop or mobile? Also, what is the exact version of Lightroom you're using?

Please ensure that you are running the latest version of Lr app on your device.

Try creating a new collection (when you are offline)on your device and make sure sync is enabled, then connect to a WiFi network and check it it works.
