Captions not updated to file

Captions inserted in LR are not updated correctly to the base jpg file until export.  Apparently the catalog is updated but not the file.

    That's correct. By design Lightroom is a "non-destructive" editor, which means that any changes that you make (edits or adding metadata) are never applied to the original file, instead they are stored in the catalog and then applied to the derivative file that you create when you export the original.
