CC backup to local disk

Good morning,

I've deleted my Lightroom library (external drive). I still have all the photos in my creative cloud storage. I still have a physical backup of all my photos, but they are not correctly organized as Lightroom likes (all cr2s are in the same folder) and I miss a backup of the catalog. Is there any way to rebuild the local library by using the CC data automatically?
