cloud storage full

I hope this is the right place but I'm sure I'll be told if it isn't! 

I am stumped. My cloud storage is full due to Photos from the apple photos app also showing up in LR and being synced. I assume there is some setting I'm missing. I have unchecked "iCloud Photos" in the photos settings, but I still have 14K photos being synced. I also am confused about the "location for Lightroom's synced images". the file selected has both Photos and LR files in the same location. Is that a problem?
