Welcome to the Lightroom Community. I'll help you figure this out. I've reviewed your profile & you have an active subscription to Lightroom.

Lightroom stores everything in the local storage & the cloud storage at Lightroom Web (https://lightroom.adobe.com). You can log on to Lightroom web to check what has synced to the cloud.

If your presets are available on Lightroom web, they should be available on any device you log in to & use Lightroom on.
