Using new LR 7.1.2 on current version of Windows 10 64 bit. Ctrl+ doesn't enlarge photos. Ctrl- does seem to reduce them, but once reduced can't enlarge with ctrl+.

It is working for me Win 10 - Lr 7.1.2 both reduce and enlarge.
A preference reset is the first stop:

This procedure works for both Lightroom Classic and Lightroom Desktop.

If you are using Lightroom Desktop, it can change your local storage location. Please review this setting after resetting preferences.

Reset Procedure:

1. Close Lightroom.

2. Hold down [Alt/Opt]+[Shift] while restarting Lightroom.

3. Overwrite the Preferences when prompted by the dialog.

4. Close Lightroom.

5. Restart Lightroom.

It is likely, then, to be an OS/Driver issue. Ensure Windows, Video Drivers, and any other device drivers are current. Don't rely on Windows Update to do this. Especially with your video driver, go to the manufacturer's site to get the latest.

Failing that, a clean reinstall might be a prudent next course of action:

Clean Lightroom Install Procedure

Close Lightroom

Restart the computer

Use the Adobe Creative Cloud App to uninstall Lightroom

Restart the computer

Install Lightroom via the Creative Cloud App without launching any other programs.

Restart the computer

Launch Lightroom

Wait 5 minutes
