Custom sorting does not stick

I manually custom sort the order of photos in albums, I select an album cover, however, if I need to move the photos to a different album, the sorting I spend time doing disappears.. is there any way around this?

Sort is album specific and is not preserved when copying the same images to a new album.  

 

I'm curious, which Lightroom app are you using?  iOS, Android, or https://lightroom.adobe.com/ ?
