Delete in Lightroom - iCloud Upload

I use the Lightroom ecosystem (fairly new), but haven't committed quite enough to delete my iCloud photos once the upload is completed to Lightroom (we have a family plan and more than enough space for all my pictures to stay in the iCloud as well as a backup).

My question is - Once I go through and delete any unwanted pictures from Lightroom; will the picture then reupload from iCloud on the next device upload (its set to auto on my iPhone).

Second part - I would like to export edited pictures from Lightroom back to iCloud to make shared albums with my wife & family (none of them will use Lightroom and have zero interest in trying it)  Will those edited pictures then upload back into Lightroom where I would have 2 copies?
