Deleting a photo from Lightroom mobile

When deleting a photo from Lightroom iPad, does it also get deleted from my iPad photo library or cloud?

It depends. If you are in LR mode (bottom of screen) then deleting only deletes from the Lightroom cloud.

If you are in its Local mode, then you can delete from the iPad Photos app.
