Desktop not responding: stuck on Reading Preferences

I have downloaded and installed the Lightroom CC trial today. The install was successful and creative cloud runs fine but when I try to open lightroom the application gives me the splash screen before failing to load (Not responding). 

It seems to get stuck on the Reading preferences part. I have tried manually removing/renaming the preference files but this has not solved the problem. I have uninstalled LR and reinstalled it, but nothing seems to get it to work. I am completely stumped. 

I am running a Windows 10 system with Intel i7-65000U and 8GB of RAM
