Why can't I see/find my develope module?

To be able to use Lightroom-Classic you would need a change of your subscription to the "Photography Plan"

'Lightroom' Plan > 'Photography' Plan

You would want the 'reverse' of the advice in this Adobe link-

Be aware that the Photography Plan has limited (20GB) storage, unless you pay for added storage.

If you already have more than 20Gb in Cloud storage, I believe you have available time (60days??) to download your photos to your local hard-drives and Lightroom-Classic will do this automatically when 'Syncing' is switched on in Lr-Classic.

At a later date when all your photos have downloaded to Lr-Classic local folders, you could delete files from Cloud storage and then sync (unlimited) photos back to the Cloud from Lr-Classic Collections. These do not use any space of your 20Gb allocation but are available (as Proxy smart Previews) for editing & viewing with Lightroom on mobile devices.

The version of lightroom I have is...

Lightroom version: 5.1 x64 [ 20211204-1710-0e71941 ] (Dec 4 2021)
NGL Version: 1.28.0.8
WF Version: 4.0 0d53932
VF Version: 0.1.36.2
HIL Version: 40400
Operating system: Windows 10

It is on my laptop.
Should this have the library and development modules?

No.

The Modules are only to be found in Lightroom-CLASSIC (v11.2). 

A Totally different App! Different features. Images stored locally (not in the Cloud).

You have posted in the 'Lightroom Ecosystem" forum, so I guess you are using Lightroom-mobile or the desktop version of Lightroom v5.2

There is no "Develop Module" menu in Lightroom v5.2. That is a feature of the very different other Lightroom-Classic App.

In 'Lightroom v5.2' it is [E] for Edit.
