Hi,

I was going to buy new lightroom CC but I discoverd that my laptop has not the requirements needed so I have to buy a new one.

I konw that with the new lightroom CC it's possible edit features on any device, my doubt is: if I buy a Mac and I have a smartphone/tablet Samsung (so not apple), can I edit on any device anyway?

    Yes, as long as the device supports LR CC it will work and as many devices as you like.
