Hey, @Tanay33239882jgo6. Welcome to the Lightroom Community. I'll help you figure this out. I've reviewed the account you're signed in with to the community & you currently don't have an active subscription. 

 

The error is related to Google Play & likely linked to your payment profile. Here is a conversation in Google Support forums that you can check: Your transaction can't be completed.
