Is there a setting that I can change so that it will stop NOT uploading duplicate pictures

Not in the apps. The web interface doesn't use the same duplicate detection, so you can forcibly upload duplicates that way.

Thank you very much for responding. But I actually don't understand your answer at all. I'm not very technical and I don't know what you mean by a web interface. I have Lightroom on a Macbook Air if that is any help. Do you think you could help me work out what I do step by step please? Thanks so much!

"Lightroom"  The Cloud based app that you can use on all devices- (PC, Mac, iPad, phones) does not allow the import of duplicate files.

"Lightroom Web" (a web interface) uses a Web Browser (Safari, FIrefox, chrome, etc) that you log in to your photos in the Lightroom Cloud library  from any system, at this address-

Where apparently (in the post from Victoria in 2022) you can import duplicates, although duplicates use cloud space (and can cause confusion).

The better option is to import a photo once, and if you want alternative edits (eg. Color & Monochrome), use the Version feature in Lightroom. (Screen-clip in a PC )
