Edit as Layers in Photoshop Windows user

Im trying to edit my images as layers in photoshop. Is this feature only given to Mac users?

This has nothing to do with Mac versus Windows. 'Open as layers in Photoshop' is only available in Lightroom Classic.

It is not a feature of Lightroom (Cloud based version).

I have seen one suggested method to-

1) Select ONE photo and [Edit in] Photoshop.

2) Back in Lightroom Export the other remaining photos (for the layers) to a local folder.

3) Back in Photoshop- Add the exported images into the photo opened in Step#1 using the [Place..] command.

This method has the advantage that, when you [SAVE] the Ps document it automatically is added back to the Lightroom catalog.
