Edit in Lightroom not working

Mac OS Sequoia 15.3, Lightroom version 8.1

When I Select "Edit in Photoshop" both choices "Edit in Photoshop" and "Open as a Smart Object in Photoshop" will open as a Smart Object. Edit in Photoshop should not open as aSmart Object.

I've been testing on my end with JPG and NEF files, and the feature works fine for me. In Photoshop, the photo isn't opening as a Smart Object. Could you share more details? Is this happening with every photo or just certain ones?

It happens with all files. JPG, HEIC, ARW, even TIF files that came from Photoshop are opening as a Smart Object no matter which choice I choose
