Edit tools grayed out in Lightroom Mobile (Android)

Photos synced from Lightroom Classic cannot be edited nor exported nor saved to the device in Lightroom Mobile.  Photos taken with my mobile device can be edited.

I am online.  Photos have not been moved in my Lightroom Classic computer.  I can see all the synced photos on my Lightroom Mobile.  If I enlarge them to 100% they appear to be full resolution versions.  When I make an edit to a synced photo in Lightroom Classic I very quickly see the change on my Lightroom Mobile.

However when I tap on a synced photo in the grid view on Lightroom Mobile to bring it to "Loupe View" I get the spinning circle in the center of it that goes on forever.  (I've let it go a couple of hours and it just keeps spinning.)  As stated I am able to zoom in on the photo but do nothing else.  All edit tools are grayed out.

(Going in the other direction - Photos taken with the Lightroom Mobile Camera App are quickly synced to the cloud and appear in Lightroom Classic and a copy is stored on my Lightroom Classic hard-drive, all appearing to work as it should. These photos can be edited in Lightroom Mobile.)

I can find no help online.
