Editing toolbar not showing - Mobile

Editing toolbar has dissappeared. I'm not sure what I could've clicked to make it go away but now I get this tiny bar at the bottom.

What tiny bar at the bottom? There's nothing but the image showing, which presumably means that you've entered full screen mode (by single tapping the image). Single tap again to revert to the normal display with the edit controls.
