Error - Cant connect to the server

Hi 

I have an error -" cant connect to the server " when trying to open Lightroom on Macbook pro. I also get an error trying to open Lightroom classic - 

"The Lightroom catalog cannot be used because the parent folder does not allow files to be created within it."

Any assistance would be appreciated as this is extremely frustrating.  I have seen prior posts but there was no resolution at that time.
