Exporting mp4 to desktop

I have some short videos (under 10 minutes) that I added to lightroom and added filters via the mobile app.  These have synced to my desktop lightroom, but from there I cannot reliably export them as mp4 files onto my hard drive.  Sometimes it works, but often it just says 'exporting' but never moves (even after hours--see image).

I have paused syncing, my computer far exceeds bandwith requirements.  Is there something else I can do?  Is there a way to export the mp4s to creative cloud and download from there?
