Filename Change new lightroom
Is there a way to edit the filename in the new lightroom when its time to save/export?

No it cannot do that.
Lightroom CC is not the new lightroom. The new Lightroom is called Lightroom Classic and it is much more full featured (including rename on export) than Lightroom CC. Lightroom CC is basically a port of the mobile version of Lightroom to the Desktop and most of the features in the actual Lightroom were omitted but will likely get added over the coming years.
