"Trying to create folders for pictures within an Album"

You cannot.

But you can do the opposite- 'Add Albums to a Folder'

See the Chapter in this link- 'Add your photos to an album'

"Folders" in the Lightroom-Mobile Apps are not the same a local Folders on a hard-drive. In Lightroom, Adobe should have named them 'Album Sets' which might make more sense.

Regards. My System: Windows-11, Lightroom-Classic 15.4.1, Photoshop 27.8, ACR 18.4, Lightroom 9.4, Lr-iOS 10.4.0, Bridge 16.0.3 .
