Fresh install of Lightroom CC and Local Storage

I have locally stored a copy of originals by checking the preference for local storage in LR CC. 

Now, I reset my laptop and installed LR CC afresh. Checked the preference for local storage and pointed to the folder that already has my downloaded originals. However, LR seems to be downloading them again. It's a 250GB collection. 

Any way around it?
