Hard Drive Failure How do I download photos from cloud to a new hard drive?

I'm running Adobe Photoshop Lightroom 7.4.1. All my raw files are backed up to adobe cloud storage. I recently had a local hard drive failure and would like to download the photos to a new drive, both as a back up and so that I can edit them off line. Is there a way to replace the files that I lost, with all the organization, edits and keywords? I see that I can export originals and settings, but will that sync up with the photo I already have stored in Lightroom or will I end up duplicating everything?

Your files are not 'backed up to the cloud', in Lightroom the cloud is the storage place for your originals. Edits and keywords are also stored in the cloud. If you save a local copy, then that local copy is the backup, not the other way round. So all you have to do is define in the preferences where you want that local copy (the local library is hard wired to be in your 'Pictures' folder on your internal disk) and let Lightroom download these copies.

Thanks Johan for your prompt and helpful reply. Part of my confusion is that I believe Ligthroom was looking for the old local drive as the fastest place to transfer originals to the new drive from. Once I told Lightroom to forget the old drive, it started downloading from the cloud to my new drive. I'll feel better once I have at least 2 copies of everything, but good to know my photos were protected.

Yes, that makes sense. Lightroom doesn't know if the old drive failed and will never return, or if it was just offline for a short while.
