HDR editing mode for new photos not working

HDR editing mode was automatically turned on if enabled in settings when I first started using the app several months ago. Now I have to turn it on photo by photo during editing. I used an iPhone 13 mini at first and now switched to iPhone 17. Photos are taken with the same cameras.
