Is it possible to import my images to an album in Lr on ipad, then on LrC on my desktop sync those albums as, if I understand correctly, a collection, and not need to use a catalog in Lightroom Classic?

The part about not needing to use a catalog in Lightroom Classic isn’t possible. A catalog is needed to do anything in Lightroom Classic, and also, your cloud syncing has to be set up from one specific catalog.
Hello. I'm thinking of getting an Adobe cloud photography subscription that would allow me to use my iPad as my primary photo processing/editing device with Lr and Ps, syncing my raw photos and edits. Then also having LrC on my desktop as a secondary device in the odd instance I need to use some plug-in or use printing features.

This is possible. Two things to remember are:
Lightroom is cloud-first, so it will want to keep originals in the cloud.
Lightroom Classic is local-first, so it will want to keep originals locally.
That’s a basic conflict, so that two apps have a way of resolving it, you just have to be aware of how it will work.
You can go ahead and use the iPad as your mobile-first solution. As you import originals into Lightroom on iPad, Lightroom will upload the originals to the cloud for permanent storage.
If you then start Lightroom Classic and sync a catalog to your Creative Cloud account, Lightroom Classic will automatically download everything it finds in the cloud. You will then have local copies of everything and can back them up locally as usual.
In Lightroom Classic, all cloud-synced originals are listed in the All Synced Photographs automatic collection. If you want to use the cloud as your main storage, then this is the third important thing to remember: Don’t delete anything from All Synced Photographs, because it will disappear from the cloud and your iPad, and will only be available locally in Lightroom Classic.
To get that deleted original back into the cloud you might think you can just sync it back up from Lightroom Classic, but you should not do it that way, because of the fourth thing to remember: Lightroom Classic uploads only a Smart Preview, not the original. The only way to get the full resolution original back in the cloud permanently is to upload it from the Lightroom (not Classic) side.
If you can remember those four things, you should be OK with the workflow you want.
