HELP! My Lightroom is deleted

Johan is correct, only paid users with an active subscription enjoy LR cloud backup.  I see you have an expired subscription, with ~3.5 GB of files that are still available in LR cloud storage for you to download. 

However, any images you imported after your plan expired would only exist in the local app and would not be synced to online storage.  Do you have an backup of your device from a time when Lightroom had all your photos?  This would be the only way to recover files that existed in the Lightroom app but which were not synced to Lightroom's online storage.  For more info about recovery, please see: https://helpx.adobe.com/lightroom-cc/using/lost-photos-presets-lightroom-mobile.html 

Are you using the free version? The free version stores images and presets locally in the app space, so removing the app also deletes these. The only way to get them back is to restore your phone from a backup.
