How can I restore my \AppData\Local\Adobe\Lightroom CC\Data\ folder to a new download?

I have lost my  cloud edits, and system edits it seems and only have my originals (luckily) but that's days worth of work on edits and archiving. I backed up the app data folder. Is there a way to use that folder to access my edits again?
