How to create a *dynamic* digital online photo album?

My goal… what I am looking for

• A digital album
• Each photo can have a caption and tags/key words
• Someone looking at the album online could key in “John” and get all the photos with “John” tags, with their captions
• These photos would come up on a page template (adjustable)
• The viewer could rearrange the photos
• And save this “album”
• And then they could key in “Mexico” and “2020” and get all the photos with those key words
• And make pages dedicated to those photos
• Could be saved as a separate album
• Pages could be locked or unlocked by the creator

So… not sure what to call this: A dynamic, online digital album?

Do you know if anything like this is available anywhere?
