I have moved from Lightroom to Lightroom Classic and thus uninnstalled Lightroom. However, I need the cloud resource for Photo Shop. Do I need to reinstall Lightroom to be able to free up the space or is there another way? I have downloaded my old files through Lightroom Downloader and only need to free up the space,

No, you don't need to reinstall Lightroom in order to delete your images from the cloud. There are various ways, perhaps the easiest would be to open your Adobe account using the LrWeb interface (using a browser, go to lightroom.adobe.com and log in). Then click on your avatar at the top right of the window, click on Account Info, then you'll see a big "Delete Lightroom Library" button.
