How to find a photo that does not have a specific tag

Is there a way to find photos that have some tags but do not have other tags?  For example, suppose I have two tags - "flowers" and "Delaware".  How can I find all photos of flowers except those that were taken in Delaware?

In Lightroom Classic this is easy, because searching for '!keyword' (so the keyword with an exclamation mark in front of it) means 'does not contain this keyword'. You can also search for 'does not contain' with filters and with a smart collection, so you have many ways to achieve this:

Are you using Lightroom (cloud) or Lightroom Classic? In Lightroom Classic this is easy to do, but I am not sure that you can do this in Lightroom (cloud).
