Is not Masking a Premium Feature that requires a subscription?

Sky Replacement is a Photoshop feature. (If that's what you mean by "Download".)

In the Lightroom Apps you can only use Masking to alter the sky with the editing sliders.

Can you clarify what you mean by "download subject or sky in masking"? The Select Subject and Select Sky tools are inbuilt with the new Masking feature, so cannot be "downloaded". Tell us what version of Lightroom Mobile you are running on your Android device.
