I can't access the LR Mobile Premium features with my CC paid subscription

I have a Creative Cloud account, but I've downloaded my Lightroom Mobile app (iPhone) using the link in the SMS, and when I open the app it tells me I have to pay another fee for the mobile premium features.

Are the premium features not included in my CC account?
Am I missing something here?

    Your account is institutional (Education). You will need to check with your organization's Adobe Administrator to see if they have enabled Mobile Access for your account.
