I cannot install v 7.4.1 of the desktop app on Win 11

Question

I have tried several ways to install v 7.4.1 of Lightroom on a Widows 11 PC. This started as an upgrade via Creative Cloud app. The installation will start and run to between 6 and 9% then stop. No installation error messages and only shows "Installation failed" . I have tried rebooting, running the install in different manners, Scanned the registry for potential errors, and much more
