I just got an update to DESKTOP LR 9.1 and noticed that files that I have not added to LR (i.e., ones on my dropbox account) are somehow already in LR.  I do not want this. I want to (a) drop photos in LR (manually using a mouse from dropbox), (b)  edit in LR, (c) save to dropbox.  but I DO NOT WANT Lightroom TO HAVE THE ABILITY TO DELETE FROM DROPBOX.  THANKS FOR YOUR HELP

Are you using Lightroom in Local mode or Cloud mode?

In Cloud mode, Lightroom has no ability to delete any images other that what are already stored in the cloud, and certainly has no way of accessing images in your Dropbox account. If there are images "somehow already in LR" that can only happen if the user specifically imported them.

In Local mode, Lightroom operates as a file browser, so it will be able to see all images on your local disk drives.
