I'm thinking of getting an iPad 10 Generation. 64 Gb. Is it possible to install ipade Lightroom and photoshop?

Yes you can install Lightroom Mobile for iPad, if you have an Adobe subscription it will be the premium version, but it will only be the free version if you don't have a subscription. For Photoshop for iPad I believe you would need a subscription.
