I want to color a black and white photo

I am a beginner and I have looked at various tutorials.  I have an old black and white photo that I want to add color to, like an old school hand colored photo. I cant get the full color swatches to show up on the right. I did get the subject outlined from the background but its as far as I got. Is there a simple way for me to do this?
