Importing videos is increasing phone storage

I'm using LR mobile v.5.1.0 on an iPhone 11 Pro Max. Importing videos “From Camera Roll” is increasing iPhone storage, even after I delete the video from the camera roll, as well as from the “Recently Deleted” album in Photos.

Shouldn’t files imported into LR mobile be stored in Cloud Storage, thereby freeing up storage on my iPhone? I have 1 TB of cloud storage, and I am nowhere near that limit.
