Install Lightroom on Windows 10 LTSB

The Long Term Support version of Windows 10 and Server 2019 is based on 1809, the next version of LTSB is not due until 2022.  We cannot use the semi-annual channel version of windows 10 as this goes against company policies.  We can now no longer install Lightroom as it requires build 1903.  Is there a way we can install a versin of Lightroom that is still compatible with 1809 on new deployments?

This is a poor decision from Adobe to make software not compatible with the Windows LTSB version.
