Lightroom app is not installed in my device please fix this problem

What specific device & the operating system are you working on? Please make sure your device meets the minimum system requirements for Lightroom on Desktop & Lightroom mobile listed here: https://adobe.ly/49W8LUo

Also, please share if you see any errors while installing Lightroom.
