Iphone 13 with IOS 15.2.1 not auto uploading from camera roll

We actually have 3 seperate phones all on IOS 15.x that unless you open the lightroom app fail to consistently auto upload from the camera roll.  This used to be reliable until this IOS update and no longer is.  Every time the fix is just to go to the phone and open the lightroom app.  We have checked the settings and they are all set to auto import from the camera roll and even have background refresh allowed turned on.
