Keywords not syncing

I have added some keywords to photos on my computer, running Lightroom CC 5.1 on Windows 11. I can see these keyword changes on my iPhone running Lightroom v7.1.0, but can't see the keywords on either of two Android phones linked to my account (both running Lightroom v7.1.1) or on Lightroom for Web. I haven't had this issue in the past - cross-device synchronization has always worked well.

That thread appears specific to syncing issues between Lightroom Classic
and Lightroom Mobile. I am using Lightroom CC on desktop and so I think am
experiencing a different issue.
