Lighroom: Working with many photo quickly nearly impossible. Stacking/Past Edit Settings etc.

Using Lightroom Cloud with HDR.
Lightroom Classic doesn't have the nifty way to edit HDR.

Stacking Greyed Out. No way to access stacking.
Paste Edit Settings will only work on one image at a time even if you have multiple images selected. What?! 
Lightroom cloud is kinda like bridge/ACR except has all these missing features making it impossible to work quickly. 

So I have to select each bracket set, Cntrl Shift H  (Headless HDR)
Select Another set, Repeat and wait. Lighroom is too locked up to select another set. 
Repeat 70 times.
Copy Edit Settings for basic preset. 
Paste edit settings ONE IMAGE AT A TIME!
Is my Lightroom Cloud broken, these features aren't working properly, yet to be carried over from lightroom classic/Bridge?
