Lightroom 6 Catalog into Lightroom CC

Just downloaded Lightroom CC, having used from Lightroom 1 and upgraded every version to Lightroom 6 my previous photo catalogs are imported automatically to the new version of lightroom.

However this is not the case in Lightroom CC, nothing in the menus or preferences to transfer lightroom 6 catalog to lightroom CC, is there something wrong with my lightroom cc.

You're looking for Lightroom Classic, which is the latest version of the app you've used for years. Lightroom CC is now a new cloud-native app.

Does this mean I have to download both Lightroom Classic and Lightroom CC if so would I be paying for both.

Depends on the plan you are on. There re three different photography plans. One only has Lightroom CC (the new app that is NOT the logical next step after the old Lightroom you are used to but a completely new app that unfortunately was given the same name) and 1TB of online storage and is $9.99/month. One other has Lightroom Classic (what you want), Lightroom CC, and Photoshop and 20 GB storage and also is $9.99/mo and a third plan that has all three and 1TB of storage for $19.99. See here: Adobe CC Photography Plan | Professional Photo Editing Software There are also more expensive plans that give you all Adobe applications.
