Lightroom 7.4 issues with presets

I recently got a new Mac and am trying to move my presets from my older Mac to this new one. When I export them to a drive and import them in Lightroom in my new computer, they say they have been imported but they don't all appear. Much of what I found for solutions are for Lightroom Classic and the one option I found for 7.4 to uncheck 'hide partially compatible presets' and restarting the app didn't yield any results. I read that it could be issues with the profiles associated with the presets but haven't found where to address that issue at either. Any help is appreciated!

Lightroom desktop stores its presets (and also its profiles) in the cloud, not locally. You should not have to move them if you install Lightroom on another computer. Just logging in with the same AdobeID should bring over your images and your presets.

I thought that is what would happen, but when I logged in on my new computer nothing was there until a tried to move some over. Should I just try logging out and back in or is there a feature to move it over through the cloud?
